中国政府奖学金来华留学须知

    为增进中国人民与世界各国人民的相互了解和友谊,发展中国与世界各国在教育、科技、文化、经贸等领域的交流与合作,中国政府设立了各类奖学金项目,资助世界各国学生、学者到中国高等学校学习、进修及从事研究活动。
中国教育部负责制定中国政府奖学金对外招生计划,并委托中国国家留学基金管理委员会(以下简称“留学基金委”)具体负责中国政府奖学金来华留学生的招生工作及日常事务的管理工作。
    获得中国政府奖学金的留学生将被安排在中国教育部指定的高等学校里学习理学、工学、农学、医学、经济学、法学、管理学、教育学、历史学、文学、哲学等学科门类的相关专业。
   我们热忱欢迎各国优秀青年学生、学者和教师到中国的高等学校学习、进修和开展研究。

一、中国政府奖学金项目及申请途径

1、中国政府奖学金(按照中国教育部奖学金计划确定名额)
此项奖学金系中国教育部根据与有关国家政府、机构、学校以及有关国际组织签订的教育交流协议或达成的谅解对外提供的全额奖学金或部分奖学金。包括本科生奖学金、硕士研究生奖学金、博士研究生奖学金、汉语进修生奖学金、普通进修生奖学金、高级进修生奖学金。申请人须向所在国负责派遣留学生的有关部门、机构、学校或中国驻所在国大使馆(总领事馆)提出申请。
2、长城奖学金(2008年提供25个名额)
此项奖学金系中国教育部向联合国教科文组织提供的全额奖学金,只招收普通进修生和高级进修生。申请人须向所在国联合国教科文全国委员会提出申请。
3、亚洲留学奖学金(2008年提供20个名额)
此项奖学金系中国教育部设立的,旨在鼓励亚洲学生、学者在本地区国家间流动,增进亚洲各国之间的相互了解,拓展教育交流与合作空间,提高亚洲整体教育质量的全额奖学金。申请人须向中国驻所在国大使馆(领事馆)提出申请。
4、中国-欧盟学生交流奖学金项目(2008年提供100个名额)
此项目系中国教育部为资助欧盟各国家高中毕业生及大学生来华进修汉语而设立的。申请人可向中国驻欧盟使团提出申请,留学基金委不受理个人申请。
5、优秀外国留学生奖学金(2008年提供100个名额)
此项奖学金系中国教育部为资助已在华完成本科或本科以上学历教育,被录取继续攻读高一级学历的品学兼优的留学生,或已在读的硕士和博士优秀研究生完成其学业而设立的全额奖学金。申请人须通过在华就读学校或录取学校的推荐,向留学基金委提出申请。
6、中华文化研究项目(2008年提供30个名额)
此项目系中国教育部为资助各国从事中国文化研究的专家、学者来华进行短期研究而设立。申请人可通过中国有关高等学校、机构或中国驻所在国大使馆(总领事馆)推荐,向留学基金委提出申请亦可直接向留学基金委提出申请。
7、外国汉语教师短期研修项目(按照中国教育部奖学金计划确定名额)

此项目系中国教育部为资助各国从事汉语教学的专职教师来华进行短期研修而设立。申请人可通过中国驻所在国大使馆(总领事馆)推荐,向留学基金委提出申请亦可直接向留学基金委提出申请。

二、中国政府奖学金内容

1、中国政府奖学金分为全额奖学金和部分奖学金
1)全额奖学金
- 免交注册费、学费、实验费、实习费、基本教材费和校内住宿费;
- 提供奖学金生活费和一次性安置补助费;
- 提供门诊医疗服务和中国政府奖学金来华留学生综合医疗保险
- 提供一次性城市间交通费。即:新生入学时由入境口岸至学校所在城市或汉语补习(预科教育)学校所在城市;汉语补习学生(预科生)从汉语补习(预科教育)学校所在城市至专业院校所在城市;以及毕业生学校所在城市至出境口岸的一次性火车硬座(卧)车票。
2)部分奖学金
为全额奖学金中的一项或几项内容(不含安置费、一次性城市间交通费)。
3)国际旅费
国际旅费原则上自理,另有协议者除外。

以上奖学金的资助标准详见各类奖学金《申请办法》。

三、中国政府奖学金的申请

1、招生时间和报名办法
留学基金委受理申请时间为每年1月初至4月底。各国留学生派遣部门受理报名的具体时间请申请人径向本国派遣机构咨询。
2、奖学金的申请
申请人应符合各项奖学金《申请办法》规定的基本条件,严格按要求认真如实填写奖学金申请表,并提交学历证明、成绩单、学习计划、健康证明及推荐信等有关申请材料。申请材料应在《申请办法》规定的时间内由承办招生事务的派遣国驻中国大使馆或中国驻派遣国大使馆(总领事馆)直接寄送留学基金委。逾期申请将不予受理。详情请参照所附各项奖学金的《申请办法》。
申请人所提交的申请材料无论是否录取均不予退还。申请人学历证书及《外国人体格检查记录》等重要资料的原件务必由申请人本人保存。
3、学习院校和专业选择
凡申请中国政府奖学金来华学习者,须从中国教育部指定的中国普通高等学校中选择志愿院校和学习专业。详情请查阅《接受中国政府奖学金来华留学生普通高等学校名录》(本指南第75页)和《接受中国政府奖学金来华留学生高等学校名录及专业目录介绍》,或登录留学基金委网站查询(http://laihua.csc.edu.cn)。
4、授课语言
中国普通高等学校授课语言一般为汉语。无汉语基础的奖学金生在进入专业学习前,一般要进行1-2年的汉语补习。部分学校的部分研究生课程和进修生课程可用英语授课。详情请查阅《接受中国政府奖学金来华留学生高等学校名录及专业目录介绍》。
5、大学预科教育

按照中国教育部的规定,凡在中国教育部中国政府奖学金计划规定的国家中申请来华攻读理、工、农、医和经济类本科学位的高中毕业生,来华后需先入预科班学习,课程内容为基础汉语和数理化基础知识,学习期限为一学年。学习结束后考试成绩合格者方可入专业院校学习。留学基金委托天津大学、南京师范大学和山东大学开办大学预科教育试点班。

四、奖学金生的录取

1、留学基金委对奖学金申请人的申请材料进行审核,并有权对其所选择的学习专业、年限和就读学校进行适当的调整。申请人条件不符合招生规定或申请材料不全,视为申请无效,不予受理。
2、经留学基金委审核合格的申请材料将转送有关学校,由学校决定是否录取。如申请人已事先与上述学校取得联系并得到入学许可,请在申请材料中附上学校的《录取通知书》或邀请信,留学基金委将把申请人材料直接寄送录取或邀请学校办理有关手续
3、获得中国普通高等学校录取的奖学金申请人,经留学基金委批准后即可获得中国政府奖学金。奖学金获得者名单报中国教育部备案。

4、留学基金委将在7月31日前将《录取名单》、《录取通知书》和《外国留学人员来华签证申请表》(JW201)寄送承办招生事务的相关部门,由其将上述文件转交学生本人。

五、来华签证及来华报到注册

1、申请来华学习签证
已获得中国政府奖学金的留学生,须持《录取通知书》、《外国留学人员来华签证申请表》(JW201表)和《外国人体格检查记录》的原件和复印件,以及本人的有效普通护照到中国大使馆或总领事馆申请来华学习签证。其中来华学习时间超过六个月者,须申请“X1”签证;学习时间不满六个月者,须申请“X2”签证。奖学金生必须持上述各项文件的原件来华入校报到。凡持其它种类的护照、签证及未持上述文件的原件来华者,学校将不予注册,亦不能办理在华居留手续。
2、报到和注册
奖学金获得者须持《录取通知书》及“201表”原件按《录取通知书》上规定的入学日期前往学校报到,办理注册手续。因故不能按期报到者,应直接向有关学校请假。未经学校批准而逾期不报到者,按自动放弃学籍处理,所获得的中国政府奖学金的资格亦自动取消。
3、健康认证和居留许可
健康认证:来华学习时间超过六个月的奖学金生,来华后须在规定的时间内持本人护照、《录取通知书》、《外国人体格检查记录》和血液化验单原件到卫生检疫部门办理健康认证。《外国人体格检查记录》不合格者将被要求重新进行体检。拒不接受体检或经体检被查出患有中国法律规定不得入境的疾病者,将被限期离境回国。
居留许可:奖学金生须于抵华之日起30天之内,通过健康认证或重新体检合格后,持本人护照、《录取通知书》和《外国留学人员来华签证申请表》(JW201表)到学校所在的当地公安部门办理居留许可手续。

以上所发生的各项费用自理。

六、中转服务

825915期间,留学基金委委托北京语言大学成立中国政府奖学金来华留学生中转服务站,向经北京转往其它城市学习的享受中国政府全额奖学金和部分奖学金的来华新生提供中转服务
1、向中转的全额奖学金和免住宿费的部分奖学金留学生提供中转期间的免费校内住宿,住宿标准为二人一间;
2、向中转的全额奖学金和免医疗费的部分奖学金留学生提供在中转期间的正常医疗服务。
3、向中转的全额奖学金留学生提供赴就读院校所在城市的硬座(卧)火车票。
请中国驻有关派遣国大使馆(总领事馆)、有关派遣国驻中国大使馆或留学生本人务必于抵京前一周,将留学生抵达日期、航班(车次)通知中转服务站。

凡在8月25日至9月15日以外时间经北京中转,或经北京以外城市转往学校所在城市的全额奖学金新生,请自行前往学校报到。接受学校应按照规定据实为其报销由入境口岸城市至学校所在城市的火车硬座(卧)车票费。

七、奖学金生的专业变更、转学和学习期限的延长

奖学金获得者来华后原则上不得变更经其本人在《录取通知书》和“201表”上签字同意的录取院校、学习专业及学习期限。

八、奖学金年度评审

根据《中国政府奖学金年度评审办法》,凡获准在华学习期限超过一学年的奖学金生,均须按规定参加奖学金年度评审。学校将根据《中国政府奖学金年度评审办法》的规定,对奖学金生的学习成绩、学习态度、考勤情况、行为表现、奖惩等情况进行综合评审。评审合格者,方有资格继续享受下一学年度奖学金。评审不合格者,从下一学年起将被中止或取消享受奖学金的资格。详情请参阅《中国政府奖学金年度评审办法》。

NOTICE TO INTERNATIONAL STUDENTS
STUDYING IN CHINA UNDER CHINESE GOVERNMENT SCHOLARSHIP PROGRAMME
In order to strengthen mutual understanding and friendship between the Chinese people and people from the whole world, and to develop cooperation and exchange in fields of education, science, culture, economy and trade between China and other countries, Chinese government has set up a series of scholarship schemes to sponsor international students and scholars to undertake studies and research in Chinese institutions of higher education.
The Ministry of Education of China (hereinafter referred to as MOEC) is responsible for the provision of Chinese government scholarships, and it entrusts China Scholarship Council (hereinafter referred to as CSC) to administer the recruitment of international students and the routine management of Chinese Government Scholarship Programmes.
International students under Chinese Government Scholarship Programmes will be placed in Chinese institutions of higher education designated by MOEC. Various specialties in science, technology, agronomy, medicine, economics, laws, management, education, history, liberal arts and philosophy are available to international students in these institutions.
We welcome outstanding students, scholars and teachers from all countries coming to study or undertake research in institutions of higher education in China.
Chinese Government Scholarship Programme and Application
1.    Chinese Government Scholarship Scheme (Recruitment Quota Specified on MOEC Scholarship Scheme)
It was established by MOEC in accordance with educational exchange agreements or understandings reached between Chinese government and governments of other countries, education organs, institutions and relevant international organizations to provide both full scholarships and partial scholarships to international students and scholars. The scheme supports students who come to study in China as undergraduates, postgraduates, Chinese language students, general scholars and senior scholars. Applicants may apply for the scholarship through the competent authorities, appointed institutions or the Chinese diplomatic missions in their home countries.
2.    CHINA/UNESCO – the Great Wall Fellowship Scheme (25 scholarships available in 2008)
This is a full scholarship scheme set up by MOECfor candidates recommended by the United Nations Educational, Scientific and Cultural Organization (UNESCO). Scholarships for general scholar and senior scholar are eligible. Applicants may apply to the UNESCO National Committee in the applicant’s home country.
3.    Study in Asia Scholarship Scheme (20 scholarships available in 2008)
It is a full scholarship scheme established by MOEC to stimulate the mobility of Asian students and scholars in Asian area, to strengthen mutual understanding among the people from Asian countries,to develop cooperation and exchange in fields of education, and to promote Asian education quality. Applicants may apply to the Chinese diplomatic missions in the applicant’s home country.
4.  Chinese Government Scholarship program (EU Window) (100 scholarships available in 2008)
It is a full scholarship scheme set up by MOEC for European youth from senior middle school or college to learn Chinese in China. Applicants may apply to Mission of P. R China to the European Union. CSC does not accept individual applications.
5. Distinguished International Students Scholarship Scheme (100 scholarships available in 2008)
It is a full scholarship scheme established by MOEC to sponsor outstanding international students who have finished their Bachelor’s or Master’s education in China and have been enrolled by designated Chinese institutions as Master’s or Doctoral candidates or are now carrying out their Master’s or Doctoral studies in those institutions. Applicants may apply to CSC for the scholarship through recommendation of their host institutions.
6. Chinese Culture Research Fellowship Scheme (30 scholarships available in 2008)
The scheme was established by MOEC to sponsor overseas scholars and specialists of Chinese culture to conduct short-term research in China. Applicants may apply to CSC through the recommendation of relevant Chinese institutions of higher education, authorities or the Chinese diplomatic missions in their home countries or directly to CSC.
7. Short-term Scholarship Scheme for Foreign Teachers of Chinese Language (Recruitment Quota Specified on MOEC Scholarship Scheme)
It was established by MOECto sponsor international teachers of Chinese language to do short-term training and research in China. Applicants may apply to CSC through the Chinese diplomatic missions in their home countries or directly to CSC.
Details of the Chinese Government Scholarships
1.   Chinese Government Scholarship is divided into full scholarship and partial scholarship.
1)Full scholarship:
-      Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, fee for basic learning materials and intramural accommodation;
-      Living allowance and a one-off settlement subsidy;
-      Fee for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for International Students in China;
-      A hard-seat train ticket between the port of entry on registration or the port of departure on graduation and the city where the host university or the university of Chinese language studies(or the university of preparatory education) is located (a hard-berth train ticket for over-night trip).
2)Partial scholarship: One or some items of the full scholarship (one-off settlement subsidy and one-off inter-city travel allowance not included).
3)International travel expenses: Applicants are expected to meet their own international travel expenses unless it is set otherwise in bilateral agreements or arrangements.

Application for Chinese Government Scholarships
1. Application and Recruitment
The application season for the Chinese Government Scholarship Program is from January to April annually. Details on the application procedures should be consulted directly to the dispatching organization in the applicant’s home country.
2. Scholarship Application
Applicants should meet the basic qualifications prescribed in the Application Procedures, and must fill in the application forms strictly in accordance with requirements. They also need to provide relevant application materials including notarized photocopies of diplomas, transcripts, study plan, health certificate and recommendation letters. Application materials for scholarships must reach CSC before the deadline as specified in Application Procedures via the embassy in China or the Chinese diplomatic missions in the applicant’s home country. Application materials arrived after the deadline will not be processed. Please check the attached Application Procedures for details.
Application materials will not be returned regardless of the result of application. Documents such as original diplomas and original Foreign Physical Examination Form must NOT be sent as application materials.
3. Choice of Institutions of Higher Education and Specialty
Applicants for Chinese Government Scholarships must choose their host institutions and specialties from the institutions of higher education designated by MOEC. Please check the Directory of the Chinese Institutions Admitting International Students under Chinese Government Scholarship Programme or the website of CSC (http://laihua.csc.edu.cn) for details.
4. Language Used in Teaching
The Chinese institutions of higher education generally use Chinese as instruction language. Applicants with no command of Chinese are generally required to take Chinese language courses for 1-2 years before their major studies. In some institutions, some courses set for general scholars, senior scholars and postgraduate students can be conducted in English. Please refer Directory of the Chinese Institutions Admitting International Students under Chinese Government Scholarship Programme for details.
5. Preparatory Education held in Chinese institutions of higher education
According to the regulation of MOEC, applicants from the scheme-specified countries who are to pursue the bachelor degree of science and technology, engineering, agronomy, medicine and economics are required to take a one-year foundation course(preparatory education), which cover the fundamentals of Chinese language, mathematics, physics and chemistry. The students who are qualified in the foundation course could start their undergraduate studies on time as specified on their Admission Notice. CSC entrusts Tianjin University,Nanjing Normal University and Shandong University to set the foundation class.
Recruitment of Scholarship Students
1.     CSC will review all the application materials sent by the appointed authorities. CSC is authorized to make necessary adjustments on the proposed institutions, specialties and duration of the applicant’s study in China. The application will not be processed if it is inconsistent with the recruitment requirements or the application materials are incomplete.
2.     Qualified applications will be forwarded to the institutions and the final decision whether to admit the applicants or not will be made by them. If the applicant has been accepted by an institution (122 institutions specified by MOEC listed in the Directory) prior to application, the applicant is required to enclose the relevant admission letters.
3.     Scholarship applicants accepted by Chinese institutions of higher education will be officially awarded the Chinese Government Scholarship with endorsement from CSC and submitted to MOEC for the record.
4.     CSC will send the List of Accepted Students, Admission Notice and Visa Application Form for Study In China (JW201) to the relevant dispatching authorities by July 31, so as to have the documents forwarded to the students.
Visa Application and Registration in China
1. Visa Application
Students under Chinese Government Scholarship Program should apply for visa to study in China at the Chinese embassy or consulate-general with the original documents and one set of photocopies of the Admission Notice, Visa Application for Study In China (JW201) and Foreigner Physical Examination Form andvalid ordinary passport. Those whose study period in China is above 6 month needs to apply for “X1” visa, and those who shall stay in China for less than 6 months (including 6 months) should apply for “X2” visa. The scholarship students must enter China with the original copies of the above documents. Whoever comes to China with other types of passports, visas or without the original documents will not be able to register with the institution, nor will they be able to apply for residence permit in China.
2. Registration
International students must register with the institution at the time specified in the Admission Notice. Those who are unable to register on time must seek permission from the institution directly. Those who fail to register without the prior consent of the institution will be considered as voluntarily giving up the enrollment and the scholarship will automatically be withdrawn.
3. Health Verification and Residence Registration
Health verification: Scholarship holders who are to stay in China for more than 6 months are requested to bring their passports, Admission Notice, and the original copies of Foreigner Physical Examination Form and the Blood Test Reportto the local quarantine office within the set time to have their medical examination verified. International students whose Foreigner Physical Examination Form do not meet the requirement will have to re-take medical examination. Those who refuse to re-take the medical examination or are diagnosed as suffering from diseases that are not permitted to enter China under the Chinese laws and regulations will be required to leave China.
Residence registration: After the health verification, the scholarship holders must apply for residence permit to the local police authority within 30 days on their arrival with their passports, Admission Notice and Visa Application Form for Study In China (JW201).
The costs of medical examination , the international travel and residence registration should be born by the international students themselves.
Transfer SERVICE
The Transfer Service Station for Chinese Government Scholarship students will provide free transfer service (including intramural accommodation, hard-seat or hard-berth train ticket and necessary medical service)to new full-scholarship students who have to make a stopover in Beijing between August 25th and September 15th. And meanwhile intramural accommodation and necessary medical service will respectively provide for the partial scholarship students whose scholarship covers accommodation or medical service. The embassies in China or Chinese diplomatic missions concerned are kindly requested to give the Transfer Service Station one week in advance the notice of arrival date as well as the numbers of flight or train.

Those who arrive in Beijing before or after the above-mentioned period of time or who have to make a stopover in cities other than Beijing will need to make their own arrangement to reach their universities. The universities shall reimburse the hard-seat or hard-berth train ticket between the port of entry and the city where the university is located according to existing regulations.
CHANGE OF MAJOR OR INSTITUTION AND EXTENSION OF STUDY
Students are not permitted, in principle, to change their specialties, institutions or the duration of study specified in the Admission Notice and the Visa Application for Study in China (JW201) after registration.
THE Annual Review of CHINESE GOVERNMENT Scholarship STATUS
In accordance with the Measures for the Annual Review of Chinese Government Scholarship Status, international scholarship students who have been approved to study in China for more than one year must participate in the Annual Review. The institutions will make a comprehensive review of the scholarship students and their academic record, including learning attitude, lecture attendance, and conduct performance, rewards and punishment. Those who pass the Annual Review will be qualified to enjoy the scholarship for the following academic year. Those who fail in the Annual Review will have their scholarship for the following academic year suspended or terminated.
